Need advice on best software to build a website.?

I am considering building a website and I need advice on the best software to use.





I have some computer skills, but I am very rusty on webdesign.... but I can learn. The website I am invisioning is your standard website, but it needs to have two special features.





1) It needs to have a sortable database, (For example, it is going to have a list of locations, and I want a person to be able to select just ones from a specific state).





2) I want visitors to be able to offer reviews of specific entries.





Does anyone know a website design package that has these two features?Need advice on best software to build a website.?

Adobe Dreamweaver or Microsoft Expressions Web, best web design software out there.
if you know HTML from A to Z you can build one with NotePad
You don't need software, you need a hoster.

Then if you want people to write reviews, you'll need to have a MySQL database.

Then to design it, Try DreamWeaver and Adobe PhotoShop.
For your database I would use phpmysql to manage an sql server, and I would use dreamweaver to design the actual website.
